Cyclone Phailin: Collectors asked to ensure Zero Casualty

Bhubaneswar, 11th Sept: The Collectors of all 7 districts namely Ganjam, Gajapati, Puri, Jagatsingpur, Kendrapara, Nayagarh and Khurda have been directed to start evacuation and ensure 100% evacuation of people to cyclone, flood shelters and safe places by today evening.

similar warnings. The Minister Revenue & Disaster management Sri Surja Narayan Patro and has given these directions after reviewing the recent situation today morning. Relief teams should be kept ready with relief materials and necessary means of transportation.

The fuel and diesel, kerosene, LPG should be kept reserved in the district and block locations. Chief Secretary has directed that people evacuated to safe shelters should be provided free kitchen to-night and dry foods should be kept reserved for the next day Chief Secretary Sri Jugal Kishore Mohapatra has directed that the teams for clearing of roads should be kept ready with all required equipments. They must be visible on roads just after the cyclone passes away and they should clear the roads within 12 hours of cyclone. Secretary Works said that all the Junior Engineers and Assistant Engineers have been allotted with specific roads for clearing. NHAI authorities have been mobilized for clearing of NH roads. Police has been asked to strengthen patrolling on NH for smooth passage of vehicles carrying relief materials.

The necessary arrangements for air dropping is being done. Specific teams have been constituted for the purpose. Chief Secretary has further directed that along with road cleaning, the power and water supply should be restored within 24 – 48 hours. The Food Supply department has been instructed to place enforcements squads in each district to ensure that essential commodities are not hoarded or over priced by unscrupulous business men, retailers/ wholesalers.

The Minister has warned that any businessman or person found in such activities will be severely dealt with. Chief Secretary has also directed to make advance arrangements for disposal of carcass and debris just after passing away of the cyclone.

Energy Secretary Sri Paradeep Kumar Jena informed that all the executive engineers have been kept in readiness and all the section offices of the DISCOMs have been kept ready with teams consisting of 15 to 20 members and necessary materials for restoration of power supply.

The Hon’ble Minister Sri Patro has also directed that any Government officer who remains absent and does not perform the assigned duties will be terminated with immediate effect. The Minister has told that people should not be in panic and face the challenge boldly as the entire Govt. machinery is in readiness for providing all emergency assistance.

They should listen to the advice of the officers on duty and cooperate each other in rescue and relief operations. Minister Sri Patro has also advised people not to tie up the domestic animals tied up in sheds during the cyclone. The Minister Has requested the NGOs to mobilize people for evacuation and to assist in the process of providing them necessary services at safe shelters.

He has advised SRC to spell out the materials to be accepted as relief from donor agencies, NGOs and individuals. The District and State relief distribution yard of State and District should not be loaded with unnecessary materials or materials which are not in short supply. Kalinga Stadium will be used as state relief distribution center. The DIG, NDRF Battalion said that 20 NDRF teams have been deployed and 8 other teams will be positioned by today evening. All necessary health arrangements have been done at CHC and PHC levels. Mobile health teams with necessary staff have been deployed. All essential medicines have been stored.

The Medical colleges and district health authorities have been provided contingency funds for purchase of medicines and meeting incidental expenses. The Development Commissioner Sri Injeti Srinivas, Additional Chief Secretary Revenue & Disaster Management Sri Taradatt, SRC Sri P.K. Mohapatra, DG Sri Prakash Mishra along Secretaries of respective departments and other senior officers participated in discussions.
