Besides funding from NABARD for construction of bridges, Ministry of Rural Development, Government of India is also providing funds for construction of rural bridges on PMGSY roads, permissible under the guidelines of the scheme. Bridges are also being constructed out of the allocated funds to R.D. Department under WODC, Biju KBK, IAP, BRGF etc. But the existing schemes are unable to cater the requirements of our State.
Hence, the Government of Odisha has embarked upon a new initiative in formulating and launching the ambitious Biju Setu Yojana (BSY) to bridge all the missing links on roads of R.D. Department. Biju Setu Yojana was launched on 9th Oct. 2011 for construction of new bridges on RD roads and important P.S. roads to provide all-weather connectivity to the rural areas of the State.
In addition to above, the Programme also covers construction of bridges on strategic important Panchayat Samiti roads belonging to P.R. Department. The BSY as such has been formulated to provide an effective all-weather road network across the length and breadth of the state, so as to effectively meet the transportation needs of every sector, cost effectively. 600 bridges are targeted for construction during 2011-12 and 2012-13 and 2013-14.
Under BSY, Govt. planned to take up 400 bridges during 2011-12, 2012-13 and 2013-14. 400 bridges include 318 on R.D. roads and 82 on important P.S. roads. Project Cost of 400 bridges is Rs.1400.00 Crore.

As on 31st September 2013, out of 400 bridges, 63 bridges have been completed. Construction work is in 213 bridges. Agreement of 53 bridges has been signed. Tender process of 62 bridges has been done. Administrative Approval has been received for 1 bridge. The design of 8 bridges has been approved.
Keeping in view the demand for construction of more no. of bridges for better road connectivity, Govt. further decided to take up additional 200 bridges during 2013-14 under Biju Setu Yojana II (BSY–II). Additional 200 bridges have been taken on 118 R.D. roads and 82 important P.S. roads. Approximate project cost of 200 bridges is Rs 700 Crore.
As on 31.09.2013, out of 200 bridges, construction work is going in 8 bridges. In case of 24 bridges, agreement has been signed. Tender process of 159 bridges has been done. Administrative Approval has been received for 3 bridge. The DPR of 1 bridge has been done. The design of 2 bridges has been approved. The survey work of 3 bridges has been finished.
